Chemical Reporting Deadline for Children’s Products in Washington & Vermont is Jan. 31

31-date-circled-on-calendarJanuary 9, 2025 | The Toy Association™ is reminding companies that do business in the states of Vermont and Washington of the upcoming January 31 deadline for reporting chemicals in children's products.

Washington State
New for 2025, the Safer Products Restrictions and Reporting Rule implements the state’s Safer Products for Washington (SPWA) program. This rule applies to priority consumer products manufactured, distributed, sold, or offered for sale within or into Washington that contain a priority chemical, with reporting due January 31, 2025. This includes products sold for residential or commercial use, and those sold online by direct-to-consumer retailers shipping directly to purchasers in Washington state.

Members can submit their report through the High Priority Chemical Data System (HPCDS). This system is released and maintained by Interstate Chemical Clearinghouse (IC2). IC2 provides user guides to assist with reporting and data searches. First-time users need to create an account by registering on HPCDS before submitting information.

Details about the information that must be included in annual reports are available here. Reach out to SaferProductsWA@ecy.wa.gov with any questions.

Vermont
Due to the transition to a new online reporting system, reports for products sold, offered for sale, or distributed between February 2, 2024, and July 31, 2024, are now due by January 31, 2025. The original reporting date was July 31, 2024. Manufacturers must submit reports for children’s products containing any of the state’s 89 chemicals of concern to children (CHCC).

Effective July 2024, the state of Vermont is now also using the HPCDS system for manufacturers to submit their reports. Click here for more information, here for reporting guidance, or reach out to AHS.VDHChemicalDisclosureProgram@vermont.gov with any questions.

Members may reach out to The Toy Association’s Charlotte Hickcox, director of state government affairs, with any questions.
